On January 3, 2024, Lt Cdr Dushane of the United States National Defense Corps (USNDC) had lunch with Congressman Jim Costa, 21st District of California. Congressman Costa has been a consistent supporter of legislation involving Hmong Veterans of the SGU. Congressman Costa recently supported the Hmong Congressional Gold Medal Act. Lt Cdr Dushane met with Congressman Costa to discuss obtaining his support for the application being prepared for OPERATION: OBTAIN VETERAN STATUS and to express the USNDC’s appreciation for his support of legislation recognizing Hmong/Lao veterans and their sacrifices during the Vietnam War.
I am writing regarding the legislation –The Hmong Congressional Gold Medal Act. In the strongest words, we, the USNDC are humbled that you have taken such action. During the Viet Nam War, as a U.S. Army Special Forces Officer, I served in Studies and Observation Group (SOG) under similar conditions. Our Hmong/Lao Americans served alongside us and now deserve the recognition for their bravery and dedication to the principles of freedom and liberty given freely as fellow Americans.
During the Vietnam War, the Americans operated a secret radar station; Site 85, situated 15 miles from the North Vietnamese border atop one of the highest mountains in Laos. Crucially it gave American bombers the ability to attack in all weather, a critical capability during the Rolling Thunder bombing campaign. The North Vietnamese got wise!
The CIA-organized group of Hmong men and children in Laos to fight during the Vietnam War is known as the “Secret Army,” and their participation was called the Secret War or CIA War, where the Secret War is meant to denote the Laotian Civil War (1960–1975) and the Laotian front of the Vietnam War.
On behalf of the United States National Defense Corps, we would like to recognize and thank MAJ Maxwell for his outstanding volunteer service and for earning the President’s Volunteer Service Awards.
A new memorial will honor those in the Hmong community who served in the Vietnam War. An airshow and fundraiser will be held this weekend, and FOX 9’s Rob Olson has the latest on the efforts.

It’s with a heavy heart to break this sad news to all USNDC members and friends that knew Major General Potter, we lost him on 17 June 2022.
